I don't recall where I heard that rule, but it is one that I've found helpful enough. I don't apply it to everything, but if I'm feeling doubt for where to a put a comma, it has helped me figure it out.
Those commas seem to confuse a lot of people. They do make a difference. He eats, shoots, and leaves. OR He eats shoots and leaves.(think panda) Guess it's good to know what you want to express and how to do it.
I was taught the same thing, never got to grips with grammar sadly :)

I'm glad my editor understands commas better than I do! :)
