Great points. Being a Canadian writing stories set in the US, I've had to research a lot about training and licensing procedures. Anne McCaffrey created a neat system in her PERN world too. I LOVE The Giver - I read it to so many classes over the years. Such a powerful, complex story.
Yes, I imagine (kind of "know" without knowing the details) that Canadian procedures/licensing are a bit different and I would have to a do a lot of research to set a story there. PERN definitely has an interesting system and I liked how she explored the world in different ages to show how it changed.
